The town of Jinan, home to about 2,000 people, is set upon a defensible hill surrounded on three sides by a fast-running river. The historical necessity of defending the town from Shou raids has created within the populace a tradition of martial readiness and a competitive spirit. Unfortunately, the bureaucracy, perhaps inherited from Xianese military habits, makes getting things done in the town challenging.
The town is full of flags and banners used for decoration as well as communication. Their constant flapping can be heard throughout the town.
